Application to Work within the Right-of-Way
As of January 16, 2020, the Barron County Highway Department has adopted the 2020 Wisconsin Flagging Handbook as compiled by the Wisconsin Department of Transportation, as well as the WisDOT Flagger Certification Requirements – 2020, as part of the permit to work within the right-of-way application process. All contractors, including brush and tree removal services, working within the right-of-way of a County highway are required to be in compliance with the above requirements. The only exception to these requirements is that rumble strips will not be required in any work zone. If the Permitting Authority finds that the work being completed is not in compliance with these requirements, the Permitting Authority can/will revoke the permit.
Along with the permit application, the Applicant must now submit a Temporary Traffic Control (TTC) Plan in order for the permit to be approved. If the permit is approved by the Permitting Authority, it is the responsibility of the Applicant to make sure that they, or the Contractor hired on their behalf to complete the work, is in compliance with the permit and the approved TTC Plan. If the Permitting Authority finds the work being completed is not in compliance with the approved TTC Plan, the Permitting Authority can/will revoke the permit.
It will also be required that the Applicant submit the ‘Start Notice’ prior to the commencement of work and the ‘Completion Notice’ after the work is complete. If the Applicant fails to submit the ‘Start Notice’ and the Permitting Authority finds that work has commenced prior to receiving the ‘Start Notice’, the permit can/will be revoked.
